Ohio Senate Passes AM Sub HB 2 Transportation Budget

The Ohio Senate voted along party lines 22-9 to pass the transportation budget. This sets the stage for a conference committee to work out the differences between the House and Senate versions. The Senate removed the Department of Public Safety appropriation with a declaration of legislative intent to include in the opearing budget.  The Senate did keep the Governor’s rail proposal However, it allows the Ohio Department of Transportation and the Ohio Rail Development Commission to apply for a share of at least $8 billion in federal grants for rail passenger service, but requires approval of the General Assembly to spend the money.  The House version would allow the Controlling Board to release any federal funds the agencies receive.

An omnibus amendment the Senate Highways and Transportation Committee approved removed Governor Strickland’s proposal for primary seat belt law enforcemtn, use of speed cameras in highway construction zones, creation of local Transportation Innovation Authorites, new toll roads, an delmination of $54 million in payments to gasoline wholesalers and retailers.  An emergency clause was included to allow Ohioans who lose their jobs to continue health care coverage. The provision takes effect immediately. The bill must be enacted by April 1, 2009.
