SB 318 GUN LAWS - To amend sections 311.41, 2923.12, 2923.121, 2923.122, 2923.125, 2923.126, 2923.129, 2923.1212, and 2923.16 and to enact section 5502.371 of the Revised Code to remove the requirement for a retired peace officer identification card that the officer have a nonforfeitable right to retirement benefits, to provide that a retired police officer's successful completion of a firearms requalification program requalifies the peace officer for five years for purposes of obtaining the rights of a concealed carry licensee, to allow a concealed carry licensee to carry concealed handguns in buildings that are owned or leased by the state or a political subdivision of this state and are located in a park or rest area or are not used for a primary governmental function, to alter the requirements for renewing a concealed carry license, to allow a concealed carry licensee to carry a handgun in places of higher education, places of worship, daycare centers, and government buildings if the handgun is unloaded and in a closed package, box, or case, to prohibit a landlord from prohibiting a concealed carry licensee who is a tenant or guest from lawfully carrying or possessing handguns in residential premises, to allow concealed carry licensees to carry a concealed handgun in designated drop-off and pick-up areas of school safety zones, to allow a concealed carry licensee to carry a concealed handgun in a type D liquor permit establishment if the D permit holder does not allow consumption of beer, wine, or intoxicating liquor on the premises, to exempt from certain concealed carry law requirements a person transporting a weapon in a motor vehicle, to modify the records related to the concealed carry licensing process, that a sheriff must destroy to provide that certain records relating to concealed carry licensing are not public records, to redefine unloaded for purposes of the offense of improperly handling firearms in a motor vehicle, and to prohibit the confiscation of lawfully owned and carried firearms during a state of emergency or disaster. SB 281 BANKRUPTCY - To amend sections 2329.66, 2716.02, 2716.03, 2716.05, 2716.11, 2716.13, and 3923.19 of the Revised Code to increase the exemptions for property that a debtor may hold exempt from execution, garnishment, attachment, or sale for the satisfaction of a judgment or order to reflect the higher exemptions available for such property under the United States Bankruptcy Code and to provide for automatic adjustments to those exemptions based on changes in the Consumer Price Index, to modify the garnishment procedure, and to expand the amount of benefits under sickness and accident insurance policies that are exempt from attachment and other process. SB 105 HOMESTEAD EXEMPTION - To amend sections 319.202, 322.07, 323.152, 323.153, 323.154, 323.159, 4503.06, 4503.064, 4503.065, 4503.066, 4503.067, and 5713.011 of the Revised Code to extend the homestead exemption to homeowners that have annual incomes of fifty thousand dollars or less and to change the manner in which the homestead exemption tax reduction is calculated for certain eligible homeowners. SB 67 BUY OHIO PROGRAM/EEO AND MINORITY BUSINESSES - To amend sections 125.09 and 125.56 of the Revised Code to further implement the Buy Ohio program by requiring the Director of Administrative Services to adopt certain rules and to declare the General Assembly's intention to encourage certain bidders to fully implement equal employment opportunity and minority business laws and to report this implementation. SB 59 MANDATING ARBITRATION/MEDICAL NEGLIGENCE CLAIMS - To amend section 2305.113 and to enact sections 2339.01 to 2339.16 of the Revised Code to establish a pilot program mandating arbitration for claims of medical negligence prior to the filing of a complaint, to suspend, for nine years, sections 2711.21 to 2711.24 of the Revised Code as the sections apply to medical negligence claims, and to terminate the provisions of this act ten years after the effective date of this act by repealing sections 2339.01, 2339.02, 2339.03, 2339.04, 2339.05, 2339.06, 2339.07, 2339.08, 2339.09, 2339.10, 2339.11, 2339.12, 2339.13, 2339.14, 2339.15, and 2339.16 of the Revised Code on that date. SB 54 INSURANCE COVERAGE/INJURIES/ALCOHOL-DRUG - To amend section 3923.05 and to enact section 3923.80 of the Revised Code to prohibit certain insurers from limiting or excluding coverage for injuries occurring as a consequence of an insured's use of alcohol or other drugs or both. SB 52 MOTION PICTURES TAX CREDIT - To amend section 5747.98 and to enact sections 122.85 and 5747.66 of the Revised Code to create a tax credit for individuals who invest in state-certified motion picture productions and to create the Ohio Media Production Advisory Committee to prepare a report about and make recommendations for the growth of the electronic media production industry throughout the state. SB 51 TEACHERS' INSTRUCTIONAL MATERIALS/TAX CREDIT - To amend sections 5747.08 and 5747.98 and to enact section 5747.71 of the Revised Code to allow a credit against the personal income tax for amounts spent by teachers for instructional materials. SB 49 SCHOOL DISTRICTS - CLASSROOM FACILITIES ASSISTANCE PROJECTS - To amend sections 3318.01, 3318.011, 3318.023, and 3318.36 of the Revised Code to prohibit ranking a school district participating in the Expedited Local Partnership Program in a higher percentile on the eligibility list for state classroom facilities assistance after the district's electors have approved a bond issue for the district's portion of the basic project cost. SB 48 SPEED LIMITS - To amend section 4511.21 of the Revised Code to establish procedures for a board of township trustees to alter the prima-facie speed limit on any township road and to require the Department of Transportation to establish speed transition zones on state highways at locations where the posted speed limit decreases by 20 or more miles per hour.
